Summary

The dataset was designed to track spotted owl detections, surveys, and site histories in California. It was designed to be used for project review where site specific information and history could be evaluated to determine potential project impacts and mitigation. Also, the dataset tracks the known owl distribution and site occupancy. It is used legitimately by agencies, biologists, regulators, consultants, and land owners and managers for project evaluation and mitigation, for species and land management planning, and for research.

Description

This dataset is a new and improved version of the original Spotted Owl Territories [ds97] dataset. The original dataset represented spotted owl territories as activity center bservation points with thousands of additional owl observations available in a separate table but not spatially enabled. In this new dataset, the additional owl observations (both positive and negative sightings) have been spatially enabled as points and are now displayed along with the activity center points. See the attribute "TYPEOBS" for a determination of whether an observation is positive (POS), negative (NEG) or an activity center (AC). Many of the observation locations were approximated by plotting them to a grid of the Public Land Survey System (PLSS) based on PLSS references in their record descriptions.

This dataset combines information on the location and status of Northern Spotted Owls, California Spotted Owls in the Sierra Nevada, and California Spotted Owls in southern California. Almost all records have been gathered since the early 1970s. Some observations from early 20th century literature also are included. The vast majority of data were collected in the field by biologists and technicians mainly working for US Forest Service, Bureau of Land Management, California Department of Fish and Wildlife, consultants, National Park Service, industrial timber companies, universities conducting surveys and doing research, and the local birding community. Most observations were obtained using standard survey protocols ("Protocol for surveying proposed management activities that may impact northern spotted owls." US Fish and Wildlife Service. 2011). What is an activity center? "Activity Center: Spotted owls have been characterized as central-place foragers, where individuals forage over a wide area and subsequently return to a nest or roost location that is often centrally-located within the home range (Rosenberg and McKelvey 1999). Activity centers are location or point within the core use area that represent this central location. Nest sites are typically used to identify activity centers, or in cases where nests have not been identified, breeding season roost sites or areas of concentrated nighttime detections may be used to identify activity centers." The database only maps one activity center per site; however, multiple activity centers may exist on the landscape.

An additional dataset (Spotted Owl Observations Spider Diagram [ds705]) is available that shows lines representing relationships between activity centers and observations in this dataset. The spider diagram dataset is meant to accompany this observations dataset to assist with site visualizations and dataset review efforts.

OTHER THINGS TO KNOW:

  • Data is not deleted if it is determined that a site is unoccupied, abandoned, or invalid. Abandoned and invalid sites are retained in the database but their status changed to indicate they no longer require protections. Occupancy is an annual status that is not tracked by the database due to variations in data availability and survey effort across the state.

  • Coordinates listed in the dataset use the NAD83 datum.

  • Many site locations in this dataset were approximated using a grid of the Public Land Survey System (PLSS, also known as the Meridian, Township, Range, and Section, or MTRS system). The PLSS grid originated from 1:100,000-scale US Geological Survey topographic maps and also included additional protracted/extrapolated linework within Spanish land grants and other areas not covered by the PLSS process. At the time of data processing, this PLSS grid represents the most complete statewide grid available for California. However, the linework from this grid does not always exactly follow the PLSS linework used on other sources such as 1:24,000-scale US Geological Survey topographic maps, which may have been used for site reporting. New mapping and compilations of PLSS linework are occurring in many areas in California but may not be available statewide. As more improved and complete statewide PLSS data become available, it may be possible to better approximate some site locations in this dataset.

- A calling owl represented a defended site. - A site/territory is a location on the landscape that may be occupied by different spotted owls over time. - Not all sites are occupied and not all sites still have suitable spotted owl habitat. - There is no certainty that the numbers provided in these data represent the subspecies' current condition in California. Many sites are not occupied every year and not all survey data is submitted to CDFW.

- Not all fields are complete. Most fields with nothing in that field in a given record means that there is no value, a null. However, check the metadata as a blank in some fields may have a specific meaning. - All owl sites and observations are not represented in this data; some sites remain unknown and many observations have not been forwarded to the Department of Fish and Wildlife for inclusion in the database. - Not all sites known are visited every year so this data does not represent a constant monitoring of all sites. In fact, relatively few sites are regularly monitored and even fewer are monitored for five consecutive years or more. This is why the database does not track Occupancy.

Measure description
Point accuracy can be negatively affected by incorrect datum interpretation, transcription error, variations in Public Land Survey System (PLSS) layers. These errors may be introduced by the data contributor or the Database Manager. The Spotted Owl Observations Spider Diagram is used to provide one step of quality control. Users with locational accuracy concerns should contact the Database Manager directly. Pre-2002 notes: - Point locations may not be accurate always, and some coordinates provided in NAD83 may have been interpreted as NAD27 coordinates. See "SPATIAL DATA CAPTURE METHODS" below. - The Public Land Survey System (PLSS) layer in the BIOS and Spotted Owl viewers may not coincide with section lines provided on the base 1:24,000 USGS quadrangle maps. The section lines taken from 1:100,000 USGS maps display some error due to the scale change and some owl activity centers may not be in the section they were originally assigned to. The PLSS layer also projects section lines across areas where no section lines are shown on 1:24,000 USGS quadrangle maps. This feature is needed since all searches for the Spotted Owl viewer use the section number (and not by a pair of geographic coordinates). Also, the PLSS layer used has re- numbered many sections and has changed some previously irregular section numbers. SPATIAL DATA CAPTURE METHODS: Many coordinates were generated using the township, range, and section system. The majority of coordinates listed represent the center of the smallest reported portion of a section provided by the observer. Many coordinate values originated as UTM coordinates and were rounded to the nearest 10-100 meters. Point coordinates were assigned to points when maps were supplied and UTM coordinates were used when reported. However, the township, range, and section system is almost non-existent in that portion of Marin County occupied by spotted owls. Here, UTM coordinates were used when reported and assigned to points when maps were supplied. Some of these UTM coordinates were supplied in NAD83, converted to NAD27, then later converted back to NAD83.

Updates in the form of versions 2 and 3 of DS10 were completed and posted on the BIOS site. The 1991 DOS-based program was used to distribute copies of the Database to State and Federal agencies through 2005-03-01. The increasing use of BIOS's ArcIMS technology allowed a complete revision of the old program later in 2005. The 2005-06-29 Database contained 58,360 Northern Spotted Owl observation records.

Description
The database is nearly constantly active during this period. The Northern Spotted Owl is listed as Threatened and use of the Database is required for project evaluation by State and Federal agencies. During this time period 20 formal versions of the Database were produced and distributed for regulatory purposes. The Database is modified to take UTM coordinates but the query system continues to be based on the PLSS system as the updating of all legal descriptions to UTMs is not financially possible except for the observations representing the activity center for each territory. The Database also was divided into four pairs of files with each pair having a territory summary and an observation component representing a particular geographic area of each owl territory. On 2005-08-25 37,650 Northern Spotted Owl observations had been entered in the Database.

Description
The Database was moved from a desktop PC to a SQL server environment. The BIOS ID of the Spotted Owl Database was changed to ds97. Marin County Spotted Owl data that had been spun off in to its own database in the early 1990's was put back into the Database. The ArcIMS application used to display the data in BIOS was modified to run the Spotted Owl search reports needed for submission of Timber Harvest Plans. BIOS became the primary way to obtain Spotted Owl data for owl status and regulatory purposes. The 2005-10-04 Database contained 61,050 Northern Spotted Owl observation records.

Field "TYPEOBS" was added to identify the type of observation (activity center, negative observation, or positive observation). Here is how the field was populated: 1. Activity centers populated first (calc TYPEOBS = "AC") 2. Where TYPEOBS <> "AC", calc TYPEOBS = "POS" (Positive Observation) 3. Where TYPEOBS <> "AC" AND ("NUMADOBS" = '0' OR "NUMADOBS" = ' ') AND ("NUMYOUNG" = '0' OR "NUMYOUNG" = ' '), calc TYPEOBS = "NEG" (Negative Observation) Records indicating AgeSex = "NS" (Not Surveyed) were removed. These records were previously kept in the dataset, but it was decided to remove them as they weren't really observations (neither Positive or Negative).

"POS" value added to MasterOwl field
Rationale
Formerly, all positive observations needed to be tied to an activity center. In the case of non-resident birds or "floaters" there was no good way to represent these observations. They were unaffiliated with known activity centers and did not warrant the creation of a new AC. The POS value allows these birds to be mapped without creating new ACs or without tying them to known activity centers which in turn might create excessively long spider legs in the Spider Diagram.

Rationale
Needed a solution for mapping activity center status and detection type using a single field. The HighestUse field condenses the NumAdObs, Pair, Nest, and NumYoung fields. The Symbology field uses the activity center/activity center status information from the TypeObs field and, if that record doesn't have activity center information, uses the HighestUse values.
