Summary

This dataset is intended to provide GIS users with data for creating maps that depict the ESU/DPS boundary as well as the historical structure of the population. The data are based on the most recent species description found in agency regulations and published in the Federal Register. The polygons illustrate the location and extent of freshwater spawning areas occupied currently (the ESU/DPS boundary) or historically. However, these data DO NOT constitute a legal boundary or definition for this DPS. These data are based on the most recent species description found in agency regulations at 50 CFR 17.11, 50 CFR 223.102, and 50 CFR 224.101. Description

This dataset depicts the general boundaries of the Central California Coast Coho Salmon evolutionarily significant unit (ESU) (i.e., a distinct population segment (DPS) under the U.S. Endangered Species Act) as well as the historical population structure of the species. These boundaries represent the freshwater spawning areas occupied currently and historically. Only the areas coded as Accessible (in attribute "Class") constitute the defined ESU/DPS boundary.

Supplemental information
The original spatial dataset representing this DPS' boundary was created in 1994. This updated dataset incorporates a significant review, revision, and refinement of the boundary using more recent watershed and species' distribution data layers. Specifically, NOAA Fisheries used the 6th field hydrologic unit polygon spatial dataset from the U.S. Department of Agriculture, Natural Resources Conservation Service, National Cartography and Geospatial Center (12-Digit Watershed Boundary Dataset (WBD), 2009, 1:24,000, http://www.ncgc.nrcs.usda.gov/products/datasets/watershed/) to build the freshwater boundaries for this and other salmon and steelhead DPSs listed under the U.S. Endangered Species Act in California, Oregon, Washington, and Idaho. NOAA Fisheries also reviewed barrier information for each DPS including (for California) the Passage Assessment Database (Pacific States Marine Fisheries Commission, September 2010, http://www.calfish.org) NOTE: The boundaries contained in this dataset focus specifically on watersheds known to currently or historically support spawning habitat for each ESU/DPS. Other downstream areas used for rearing and migration to/from the ocean are NOT necessarily included within these boundaries. Also, while the ESU/DPS is known to occur within the general boundary depicted in this dataset, it does not necessarily inhabit all river reaches within the boundary. The dataset was developed based on each species' legal description (found at 50 CFR 17.11, 50 CFR 223.102, and 50 CFR 224.101) as well as the historical population structure defined by NOAA Fisheries Science Center Biological Review Teams (BRTs). Using the 6th field HUCs, watersheds within the spawning range of each DPS were identified and combined into larger polygons to form the overall boundary. HUC polygons were not altered in any manner except as noted below under "HUC CHANGES." All HUCs within the legal boundary descriptions and below identified impassible anthropogenic barriers were deemed accessible and considered part of the DPS boundary. If any part of a HUC was accessible then the entire HUC was coded as accessible. All HUCs upstream of impassible anthropogenic barriers and within the DPS historical structure recognized by the BRT have been identified as anthropogenically blocked. These areas are not contained in the legal definition but their identification contributes to an overall understanding of the species/DPS range.

There are no unclosed polygons, intersections without nodes, or polygons without labels or with more than one label. The ArcGIS geodatabase topology tools were used to make corrections using 11 rules including no gaps, no overlaps, identify corresponding linework for every polygon boundary, and remove duplicate lines with the same beginning and ending nodes.

Measure description
The WBD was produced using Digital Raster Graphics (DRG's) as the source map. Data completeness for DRG files reflects content of the source graphic and may therefore be reflected in the completeness and accuracy of the WBD. The map was digitized from USGS 1:24,000-scale digital raster graphic base maps, with an inherited error of +/- 40 feet according to the USGS National Map Accuracy Standards. It is estimated that any errors detected were less than 10%. It should also be noted that while general rules of hydrology were used (i.e. natural water flow is downhill), the locations of boundaries is still somewhat subjective as the 1:24,000-scale DRG's do not always provide enough information for identifying the location of the boundaries.

Description
Original dataset attribution was reviewed and revised to reflect the updates and changes made to the dataset. These revisions to the attribution were also made to ensure that the dataset met the Federal Standards for Delineation of Hydrologic Unit Boundaries. The NHD was used during this process to help with the naming and downstream coding of each unit. In some instances there were name hydrologic unit name discrepancies between the NHD and what was printed on the DRG's. In these instances the DRG's were used instead of the NHD.

Description
The new WBD dataset was reviewed on-screen by USGS, EPA, or NRCS personnel using DRG's and DOQ?s as base maps. Hydrologic Units that were under 10,000 acres (for the 12-digit units) and 40,000 acres (for the 10-digit units) were reviewed and if possible were dissolved out. Along the coastal areas classic watersheds that fell within the federal guidelines size criteria (12-digit: 10,000-40,000 acres, 10-digit: 40,000-250,000 acres) were broken out. If possible the remaining frontals were left as their own units. Frontals that did not meet the size criteria were grouped together with other frontals within the overall 8-digit or 10-digit unit. Hydrologic units what were greater than 40,000 acres (12-digit units) and 250,000 acres (10-digit units) were reviewed. If possible these unit where then broken down into smaller units that met the size criteria. In some cases additional breaks within the unit would not have made sense or have been very useful (example: When the majority of the unit was made up by a major waterbody feature such as a lake or reservoir and the surrounding tributaries were too small to break out as their own unit). Using the 6th field HUCs, the contributing areas of each ESU/DPS were identified and combined into larger polygons to form the overall boundary. No HUC polygons were altered in any manner. All HUCs below identified impassible anthropogenic barriers were deemed accessible and constitute the ESU/DPS boundary. All HUCs above impassible anthropogenic barriers and within the historical structure recognized by the BRT have been identified as anthropogenically blocked. These areas are not part of the legal definition but their recognition contributes to an overall understanding of the species constitution. If any part of a HUC was accessible the entire HUC was coded as accessible. The user must be aware and review the written description of the ESU/DPS as well as examine the area of interests location in relation to nearby barriers in order to determine if that area is within or outside of the ESU/DPS.
