Summary

Critical habitat constitutes areas considered essential for the conservation of a listed species. These areas provide notice to the public and land managers of the importance of the areas to the conservation of this species. Special protections and/or restrictions are possible in areas where Federal funding, permits, licenses, authorizations, or actions occur or are required.

Description

These data identify, in general, the areas of Final critical habitat for Chorizanthe pungens var. pungens (Monterey spineflower).

Use limitations

The GIS files and their associated coordinates are not the legal source for determining the critical habitat boundaries of species described in this dataset, but are used to identify areas which contain the physical and biological features essential to the conservation of the species or areas otherwise determined to be essential. Inherent in any dataset used to develop graphical representations, are limitations of accuracy as determined, among others, the source, scale and resolution of the data. While the U.S. Fish and Wildlife Service makes every effort to represent the critical habitat shown with data as completely and accurately as possible (given existing time and resource constraints), the USFWS gives no warranty, expressed or implied, as to the accuracy, reliability, or completeness of these data. In addition, the USFWS shall not be held liable for improper or incorrect use of the data described and/or contained herein. Graphical representations provided by the use of these data do not represent a legal description of the critical habitat boundary. The user is referred to the critical habitat textual description in the appropriate final rule for this species as published in the Federal Register. These data are to be used only in the context of the definition and purpose of critical habitat. This primarily relates to Section 7 consultation under the Endangered Species Act. These data may be used for planning and land management purposes. They are not to be used for legal survey use. Please refer to Federal Register Citation Number 73FR1525, published 20080208 for the legal critical habitat information.

Description
U.S. Fish and Wildlife Service biologists identified proposed critical habitat areas using spatial data layers provided by the State of California Natural Heritage Program's Natural Diversity Data Base (CNDDB, 2007), USGS (10 meter DEM), Natural Resources Conservation Service (Soil Survey Geographic databases, U.S. Department of Agriculture [USDA] 1998-2001), cadastral data from the counties of Monerey and Santa Cruz Assessor's Offices (Cadastral and Assessor Roll data - 2nd Quarter, 2006), the National Agricultural Imagery Program (2005 Monterey County image mosaic), and Monterey spineflower distribution data from private organizations and individuals. Occurrence records for extant populations of Monterey spineflower were overlain on data depicting soil types (NRCS SURSGO data). Inital critical habitat polygon boundaries were drawn by selecting soil polygons overlapped by Monterey spineflower occurrence records (polygons). Polygons created in the first step were overlain on NAIP imagery and manually edited to remove existing development, roads, and contiguous areas under cultivation. Following inital editing to remove development, polygons were overlain on cadastral data from the counties of Monterey and Santa Cruz. With the exception of land owned by private conservation organizations, areas in private ownership were removed from crtical habitat unless the land in question was occupied by Monterey spineflower or provided linkage between adjacent populations of the plant.
