Summary

The database system is designed to provide OSPR with quantified statistical data on oil spill response by OSPR field responders. The OSPR Incident Tracking Database System project was initiated to provide OSPR with oil spill incident data for statistical evaluation and justification for program planning, drills and exercise training and development, legislative analysis, budget preparation, to inform and educate the public and analyze OSPR's overall spill preparedness and response performance. An "incident", for purposes of this database, is "a discharge or threatened discharge of petroleum or other deleterious material into the waters of the state."

Description

The Office of Spill Prevention and Response (OSPR) Incident Tracking Database is a statewide oil spill tracking information system. The data are collected by OSPR Field Response Team members for Marine oil spills and by OSPR Inland Pollution Coordinators and Wardens for Inland incidents.

Description
The incidents are reported to Cal EMA by the National Response Center, law enforcement, fire departments, local, state, other governmental agencies and private citizens. Incidents are entered into a Lotus Notes Database by the Cal EMA State Warning Center. The reports can be phoned, faxed or email to Cal EMA. Data is sent from Cal EMA to OSPR via Lotus Notes email. The OSPR spill analysts update the OSPR Lotus Notes Spill Database on a daily basis and use CSV Exporter to move the data to the OSPR Incident Database. Field staff provide updates and additional information for incidents using the internet and secure VPN. The OSPR GIS group can add the Incident Data to ArcMap via a Database Connection. The data contains spatial coordinates, latitude/longitude, that are used to bring the data into a map layout as an X, Y theme.
