Summary

Critical habitat constitutes areas considered essential for the conservation of a listed species. These areas provide notice to the public and land managers of the importance of the areas to the conservation of this species. Special protections and/or restrictions are possible in areas where Federal funding, permits, licenses, authorizations, or actions occur or are required.

Description

These data identify, in general, the areas of final critical habitat for Sidalcea keckii (Kecks checker-mallow).

Use limitations

The GIS files and their associated coordinates are not the legal source for determining the critical habitat boundaries of species described in this dataset, but are used to identify areas which contain the physical and biological features essential to the conservation of the species or areas otherwise determined to be essential. Inherent in any dataset used to develop graphical representations, are limitations of accuracy as determined, among others, the source, scale and resolution of the data. While the U.S. Fish and Wildlife Service makes every effort to represent the critical habitat shown with data as completely and accurately as possible (given existing time and resource constraints), the USFWS gives no warranty, expressed or implied, as to the accuracy, reliability, or completeness of these data. In addition, the USFWS shall not be held liable for improper or incorrect use of the data described and/or contained herein. Graphical representations provided by the use of these data do not represent a legal description of the critical habitat boundary. The user is referred to the critical habitat textual description in the appropriate final rule for this species as published in the Federal Register. These data are to be used only in the context of the definition and purpose of critical habitat. This primarily relates to Section 7 consultation under the Endangered Species Act. These data may be used for planning and land management purposes. They are not to be used for legal survey use. Please refer to Federal Register Citation Number 68FR12863, published 20030318 for the legal critical habitat information.

Lineage

Process step
When the process occurred 2003-07-18
Description
First, we (U.S. Fish and Wildlife Service biologists) identified the locations of Sidalcea keckii populations by overlaying spatial data from the 2001 California Natural Diversity Database (CNDDB) onto DRGs (digital raster graphs). In the case of the Piedra population, where S. keckii grew in more than one patch, we also mapped the locations and approximate dimensions of the patches by manually copying them to a shapefile from a paper map provided by the Sierra Foothill Conservancy (SFC). (See 67 FR at 41673 for information on the SFC map and on all other references). We based initial critical habitat boundaries on the soil type boundaries at each population location, (SSURGO, NRCS 2001, scale 1:24,000). At the Mine Hill site, where the presence of S. keckii could not be explained by soil type alone, we further restricted critical habitat boundaries to the same combination of soil type and underlying rock (CDC 2000, scale 1:100,000) as the resident population. We then further restricted all critical habitat boundaries to relatively open annual grasslands based on discussions with local experts, DRGs, vegetation data, and digital overlays of satellite photography (SPOT 2001). We saved these critical habitat boundaries to a shapefile, converted that to a coverage, and approximated the original boundaries using a dissolve of the coverage against an overlaid 100 meter grid to obtain legal descriptions.
