Description

This layer depicts areas designated for Steelhead Critical Habitat as well as habitat type and quality in the Coastal California Steelhead ESUs (evolutionarily significant unit - a "distinct population" of Pacific salmon defined as a "species" under the Endangered Species Act), including the Northern California ESU, Central California Coast ESU, South-Central California CoastESU, and Southern California ESU. These data represent the stream segments identified as Critical Habitat by the National Marine Fisheries Service (NOAA Fisheries) Southwest Regional Office (SWR). The linework for this layer is based on the California Department of Fish and Game (CDFG) and Pacific States Marine Fisheries Commission (PSMFC) 1:100,000 scale stream based routed hydrography. SWR biologists divided the routed hydrography into stream segments using the best available information to represent local Steelhead distribution and habitat. As a result, each segment has its own unique identifier (GIS_Link) and related presence and habitat information. The data set is in shapefile format and can be included as a map layer in a GIS. This GIS layer is part of a larger mapping effort to define the anadromous distribution and to designate critical habitat in five steelhead ESU's and two Chinook ESU's in California. Several NOAA Fisheries offices participated in this effort. As a result, although the same issues were addressed within each ESU, the offices chose differing approaches to define and populate the habitat attributes. The consequence is that there are some slight differences in the attribute tables between the coastal ESUs and the Central Valley ESUs. This data set is in final form. Occupancy and habitat designations are based on a 1:100,000 hydrography data layer. Therefore, any streams not visible at that scale were not included in the designation process.

Measure description
The positional accuracy of each designated stream segment varies with the amount of information available for that particular stream reach, as well as the precision with which the stream segment's upper and lower extents were marked on the paper maps, and how accurately that information was transferred into a digital format. The positional accuracy is also dependent on the basemap data used in the process. The stream segment determinations can be no more accurate than the CDFG 1:100,000 hydrography layer they are based on. As a result, this data set is not suitable for any type of high-precision measurement applications.

Description
Stream segments were identified and assigned attributes by SWR biologists using CDFG 1:100,000 hydrogragraphy data and other basemap information on hard copy maps. The segments' upper and lower extents were manually marked onto the basemaps by the biologists. This information was then visually interpreted from the paper maps and entered into a digital format using the "Route Tools" extension provided by CDFG. The resulting event table was then used with the CDFG routed hydrography as the route reference to create routed events based on the biologists' segment determinations. The table containing the accompanying segment attribute information was joined using 'GIS_Link' as the related field, and a shapefile was created from the routed events for each ESU. To minimize errors that may have occurred during the process, the completed digital files were compared against the marked maps for consistency. The biologists also reviewed the completed digital files to ensure attribute information was associated with the correct stream segments. Biologists rated each Calwater (California Watershed Map) Hydrologic Sub-area (HSA) based on occupancy and habitat quantity and quality information found in the Steelhead distribution shapefiles. These biological ratings were compared against economic values given to each HSA. Based on whether selected criteria were met, an HSA was determined to be included or excluded from Critical Habitat. All stream segments were then coded to reflect their HSA's designation. The only exceptions to this occurred when a stream segment was valued as a migration corridor (the segment would be included as Critical Habitat even if the HSA was excluded) or if there were other overriding biological considerations. Those segments coded as Critical Habitat were then extracted from the distribution shapefile and placed in the resulting Critical Habitat file. Public comments were received following draft publication of the Critical Habitat Proposed Rule in December 2004. These comments were incorporated into the data set and the final critical habitat files for each ESU were created.

Description
Critical Habitat shapefiles for each of the 4 Coastal California ESUs were merged. Attribute Field names, types, sizes, and attributes were checked/modified to ensure consistency across ESUs. For the Southern California ESU there was no ADLTHOLD Field as this data was not collected in that ESU. As such, values were calculated for ADLTHOLD in the Southern California ESU to "NR" for Not Reported. Original metadata were adjusted to refer to this Merged product.
